The house where we live is located in Mississauga, and the house owner is going out of the way to see that there is no adequate heating in the house. Although, by local municipal law, the heating should be 20 degrees throughout the day, he lowers the temp to 14-15 degrees during the day time and increases to 18 degrees during the nighttime. However, sometimes during the early morning hours, he simply switches it off, and we wake up shivering and with a heavy head. Repeated requests have made no impact. He says this is the best that he can do.
I am in my advanced pregnancy and am worried that this might have an adverse effect on me & my baby's health. Moving out to another acco is difficult at this stage, so what should I do?
Should I complain to the police & the Housing tribunal? Will that help? Will that lead to more harassment by the landlord, and subsequent eviction?
Please help me with suggestions/advice.

I would suggest get a small room heater for the time being. There are several models available and are within $40 - $100 range. You can try Walmart/Canadian Tire.

thatll teach him a lesson. he has no control over that . keroosene heaters are also available that can be used in doors and work great but then youll be buying the gas.
Go to Costco and buy their new heaters..they look like oscillating fans but they are only heaters. They produce good heat.
I would talk to the : Ontario Rental Housing Tribunal call ;416-645-8080 (from within the Toronto calling area), or 1-888-332-3234 outside Toronto.
Read up on the Tenant protection Act
Your landlord (in worst case scenario) may assume you are not aware of your rights and will not pursue this further.

There is a toronto rental association or something. You can log your complain with them. I don't know the URL etc, but it should be easy to google it. Also you can call your local municipality to find out what are the laws regarding the temperature in Winter. I know it should be 21, but you need to get that information from your local municipality. They should be able to help you.
Now if you use a heater - it is going to be costly for the home owner and he will definately learn a lesson. Most of the heaters (expensive ones) avaliable now are energy effcient, as a renter why should you care about it? Just go and get the cheapest one from the market. You can even get it from flea market/value village etc.

It seems this is the attitude of most of the house owners. Even i was facing similar problem and i got the heater.
You will need to buy heater for bed room, kitchen and also for the main room otherwise you will need to stay in just one room.
If you complain to the landlord he might ask you to change the house. I do not know about the lease agreement but it might not be in your favour.
Staying in the basement is always a problem and i do not think even by changing the house things would be better coz other house owner would be of the same attitude. ( i think u r in basement..?) If you can get in some apartments that would be best for you in this situation. I think you should not take any chances and try to shift to appartment where you will also feel mentally happy. In basement you always feel depressed
