I think Ruvs is guessing as well... Coz if that would have been the case they would have stated in the letter that "your spouse's surname" and not "your surname" ... Read the paragraph ..
You read the full statement and I am pretty sure its been written in context of someone having Kaur and Singh in the passport and not having their surname there..
I am assuming that you have provided your wife's details with her last name and not your last name while submitting your application. Consider you change your wife's passport with your last name and then send them for stamping.. It may create some issue then...
It would be great if Kiki/Kris/kenny can provide some input here.

hello everybody, my e- cas just changed , delhi office started processing on 24th may, but my wife did not receive any passport request yet,

i am sure u are better off asking the query to new delhi embassy by phone as i am not aware of that request made to any of my friends who have sponsored their spouses,
my wife did not change her name on the passport too as i thought it will be more confusing and we have to submit documents for change of name ,

Your wife does not need to get her surname changed on the passport to yours for immigration as long as you mentioned her maiden name on the sponsership forms.
The CHC also has your mariage certificates, All they are saying is that make sure that the passport does not say simply kaur or singh as name. its a general statetment they issue to all. Hence there should be a first name and last name on the passport.
on a side note:
Once your wife lands in canada and the Immigration officer asks her where to send the PR card to, she should ensure she tells him that he/she should make the PR card out in her first name but the last name should be yours Confusing? well putting it simply your wifes passport probably still shows her maiden name and we know how much of a hassle it is to get passport names changed in India with newspaper ads and all. Now when she comes to canada it will be a hassle again unless she takes makes this request at the airport. she should of course have her marriage certificates for the immigration officer to see at the airport. making the pr card out correctly will make it a smooth process and less hassles when you apply for health card and sin card etc,,

Congratulations! I think all its saying is to maker sure that your wife's last name should be on the passport along with with her first name. her last name doesn't have to be your last name, We got ( i think pretty mush everybody) similar letter and my wife just sent her passport in registered post. So don't worry about it.
