It can also be done at US Embassy in town - I have done it. They have a big box near the entrance and basically you simply throw the form there. They do not acknowledge it so you can't prove that you returned it - but since they have a box there and so many people do it, I suppose that is the practice followed.

I did return I-94 couple of times in the beginning but then it becomes annoying activity since I travel very often.
I don't bother myself to return my I-94 because I don't know if I will be travelling back to States before it's expiry time. I keep it with my passport and tear it appart & throw in the garbege when ever it expires.
If they find expired I 94 in your passport at the time of entry, certainly you will be in some trouble.
As long as they don't find the expired I-94 they never gave any trouble to me.

Believe it or not, this has been going on in my mind too... to simply rip it off the passport if expired and show up at the border... happy to hear this'll work.

If I get in trouble, I won't blame you, don't worry... lol.

No matter what advice you get from fellow desis, I would think it is prudent to follow the law. It might be a hassle driving to the embassy at downtown Toronto, but it is worth the trip, to hand over the I - 94. I did this, before I became a Canadian citizen.

I know there are various arguments about the I - 94. The most common is - how can you be sure that the I - 94 reaches the DHS. I do not know, but sure, I would not like to get into trouble with the authorities, for not returning the I-94.

Better safe, than sorry, as the cliche goes!

Happy new year to all my fellow Canadian desis.
