MR,
Mugging is to "memorize" paragraph's, formula's and then reproduce them in the exam paper without the need to understand anything.
This happens mainly b'cos many teachers canot explain concepts to students and students are afraid to repremand the teachers.
There have been many instance where people memorize answers without knowing the question for the answers. I had done the same mistake in my 12 std. public exam.
(E.g.). In Physics the formula for calculating a connection in series was :
r=r1+r2+r3...
and for connecting in parallel was :
1/r=1/r1+1/r2+1/r3....
(or it might be a switch- i am not sure).
The question was the formula for connection in series and i wrote for the connection in parallel. I lost 5 marks in Physics due to that. At home , once i found this mistake, I could not study will for the Chemistry exam which was 2 days after the physics exam.

MR,
Memorising DOES not lead to actual understanding esp. in Math and science subjects. However in it may help you to understand certain things later in your life in History, Geography, English and Tamil. The reason being that even today when i sleep, i sometimes recite what i memorised in 1983-89. Some things which i memorised in 1985 , I could relate it only later in my life e.g. WW1,2 , Amazon forest, Andes etc.. People may laught at this but it is true.
Around 1998 , the reason which is stuck in my mind as to why the teachers expect the same reproduction in the answer papers and found in the text book is that the teachers themselves canot understand if the student writes about it in his own words. I am sure that in 2006, India should have changed for the better.
There might be some memorising still going on and that would be "Shakesphere" or Kambha ramayanam, or thirukural where you will have to memorise to reproduce the exact words as used by the respective authors.

MR, there is no way you will know which Act and which Scene
Casca the poet was killed in Julius Caesar unless you rote it. (incidently it was Act III Scene IV, just after Mark Antony's speech)
However, roting is useless if you want to
"draw an acute angle"

So TK is correct here

ON,
You are wrong. There is memorising for all kinds of things incl. memorising that Acute : 0 to 90 deg.
Obtuse :90 to 180.
We were taught like this. "A" is the starting of the alphabet and 0 is the starting of the numbers . So acute is A=0. Once this is memorised, then we know that A=0-90 deg and O=90-180.
There were all sorts of mugging tips given esp. for the 12 th. std public exam. Since they were mugged , i sort of forgot many of them. We used to go for tution to staff who were trained to give mugging tips for getting max. marks.
Also the correction pattern of India (for public exams) is totally based on your mugging system. I was shown the instruction given to 12th. std. teachers for correcting public exam papers and it went like this :
Explain how steel is made using bessemer's process (10 marks)
1. for using Bessemer converter in the answer- 1 mark
2. For correctly writing the formula : 1 mark.
3. For explaining the steps in the correct , sequential way : 3 marks
4. For correctly writing the ores involved- 2 marks
5. For identifying the temperature : 1 mark
6. For identifying the slag-1 mark.

Now , with this kind of correction, who can afford not to "mug" for writing state board exams.

Remember the VIBGYOR thing to spell out the colours of the rainbow? "V" can only mean Violet and " B" Blue etc.... Even teachers teach how to memorise easily. Even Desi Driving instructors teach us to memorise tips like this :
When parking, which direction of the steering would you turn if you parked uphill?
Ans : Look at the dash board infornt of you. from the centre to the right it slopes down. So if you park downhill , then turn the steering into the right. For uphill , see the dashboard on the right (most visible) . It goes higher from right to the left and so turn the steering to the left , if parked uphill. Thisisalso memorising in a way

Sidenote : Even today, if someone asks me the colors of the rainbow i canot answer it straight away. I write ViIBGYOR and then interpret each character.

Just my 'bit' on mugging. Maxwell's Thumb Rule.
First finger = Field
seCond finger = Current
thuMb = direction of Motion of the conductor.
