A friend of mine went to Niagara Falls for a TN-1 visa as a software developer and the officer scrutinised every line from the job description and told him that the TN-1 visa title did not match the job description and sent him back.
Basically she went how much coding does this line(job desc) need?
How much % coding does you job need you to do?
He went to Sarnia with the new job desc where they asked him to go back and meet the same NAFTA officer at the Niagara Falls border because now he was in the system.
I will confirm with my friend and paste his verbal transcript.Apparently the NAFTA officer even told him that especially in IT for more senior / advanced positions the candidates would need to file for a H1-B only.
Thats all crap.
Technically if the job letter is correct, the officer should not ask anything like that.
This is also wrong that the officer sent him back to meet the same NAFTA officer.
The candidate can go to any POI/POE to get TN, no matter how many time he applies/rejected (fraud cases are handled differently).
If the letter is correct and your friend have all the related documents, there should be no problem, those border monkeys give hard time sometime. if the situation happens like this, always ask for the supervisor and talk to him.

I am assuming that he had all the correct papers as we both will be going to the US to work for the same body shopper.
I can vouch that he was asked to go to the same NAFTA visa issuing post as well.
I am just trying to document all the miniscule things that our loved folks (INS officers) resort to in order to deny / turn down the petitions.
I too had to face a situation when I applied for my TN Visa.
I had an offer letter for a Post-Doc researcher. However, there is no such category in the NAFTA list. So if you get a post-doc offer from the US, ask ur sponsor to include the following words :-
Job Title :- Post-Doctoral researcher (Research Assistant - NAFTA trade list category)
You see, our "Mai-Baap" at the border posts only know what is printed on a piece of paper ! So spend less time arguing with them !
