I applied for my parents on Oct 2006 and their file is sitting in Mississauga for first phase and my parents are in Canada on a student visa.

Is it possible to continue phase 2 within Canada without the file going to Delhi?

Parents on a student visa??? You probably meant visit visa.

To answer your question, there is no way that you can circumvent the sponsorship procedure, without violating the terms of your parents current temporary visa. You would have to apply for them on humanitarian grounds, which is a totally new application and will be a hit or miss. If your new application is rejected, it would have repercussions on your sponsorship application and will be next to impossible for you to get your parents back in Canada legally.

The current processing date for Phase I is Aug 2006. Since you applied in Oct 2006, it is likely that your file will be approved in the next 2-3 months and then it will be 6-12 months before New Delhi issues the visa. I would advise you to be patient for another year and not jeopardise your parents chances of getting their PR.

My parents sponsorship application was submitted to CHC New Delhi in March 2008 and processing started in April 2008.

I would like to know whether I will be notified to pay right of landing fees here in Canada before medical request is being sent out to my parents?

I Paid RPRF without request after 6 7 months of AOR. When CIC request RPRF it adds additional time in process

RPRF = Right Of Permanent Residence Fee

I think you can pay the fees anytime while your application is in process. I would suggest you speak with the CIC helpdesk to be sure.
