Applied for my parents sponsorship in Oct 2006. The financial part should be completed any time soon and I believe the the file will be transferred to Delhi for Part 2 where the processing time is 33 months.

My parents will be getting their US Green cards in Montreal on Jan 07th.
The Buffalo processing times for parents is 12 months.

How do I move the file to Buffalo instead of Delhi for part 2.

If your Parents were based in the USA, and may be moving about anywhere in any part of the world, when you first applied in 2006, it would have stated that they were legally landed immigrants in the USA, in your application. They would have provided the address as residing in the USA.
Now after obtaining their green Card there, if still not residing there, then, it becomes difficult to provide the Canadian Immigration with a permanent address there in the USA.
If you can do that, then, ask them to bring the papers over to Buffalo when you are providing them the change of address. Also state that they are green card holders currently. That wil cement their stay in the USA.
The process will follow after the transfer of all of the papers, from the Buffalo offices, as if residing there in the USA. They can move about freely between the two countries and reside for six months at a time here, till the process gets completed.
Only you know, the addresses provided in the application and the type of visa that your Parents held when they applied.

Please Jack109, how long did it take for green cards for your parents?
I had the similar scenario, I filed in June 06, got the approval in Aug 2008.
My parents got the us green card in July 2008.
I called cic before i get the approval, and they told me to inform CIC missisagua office by fax, about the change of address (for parents ) so when i get my approval they will transfer file to buffalo, I send the fax, but on the same date they send me the approval and file was transfered to New Delhi.
I called again and explain everything, they said once approval is done, Now its upto Delhi office to transfer the file. I also try contacting delhi office by email and postal letter , email reply comes as "You should contact Missisagua office " to transfer the file. I forward all the emails to MIss , officer and keep chaising them.
In Sept 2009, I finally got the letter that my parents file has been transfered to buffalo. Meanwhile we were preparing forms to send out ( including police clereance from india) and we send everthing to Buffalo office.
Dec 21st , we got the file number along with the Medical documents. We did the medical here in North york , ON.
Another letter comes after that saying file has been transferred to New York
(new york city office) office to review the file and decide if interview is required.
Now waiting for the next news.
Thanks for all the posts.Just wanted to update the status on my parents application.
Applied for their PR in October 2006 and I believe they have received a letter from the Canadian consulate from New Delhi about landing fees, medical tests etc.I am guessing another 6 months from now and they should receive their PR cards.
Will keep everybody posted on the timeline.
