Ive been in bom for 23yrs, 2 in TO and 5 in Montreal. No prizes for guessing why I lived only 2 yrs in TO.
Anyway I'm to only one with enough experience living in all three cities so that disqualifies the rest of you. So there!!!

How Telgi bought Mumbai's cops

During March 2002 and March 2003, the crime branch of the Mumbai police was virtually eating out of the hands of the multi-crore rupees stamp scam kingpin, Abdul Karim Telgi, who could make any officer of any rank do according to his bidding.

Right from the top echelons of the crime branch to the constable level, Telgi made them all dance to his tune. This was discovered by the special investigation team (SIT) which is spearheading the investigations in the Rs 2,200 crore stamp scam.

An IPS officer was paid Rs 76 lakh in three installments to ‘go slow’ on Telgi. The first installment was of Rs 30 lakh, while the next two were of Rs 26 and Rs 20 lakh, disclosed sources in SIT.

An assistant commissioner of police (ACP) was paid Rs 2 lakh, while officers at the Dharavi Crime Unit were paid Rs 15 lakh.

This ensured that Telgi got what he wanted, whether staying in the comforts of the Dharavi office and not in the police lock-up, visiting his plush Cuffe Parade residence, wining and dining in hotels, not to mention exclusion of his name from being the key accused in subsequent cases made out against him by the crime branch investigators.

Nine officers named for accepting lakhs from Telgi

The special investigation team probing the Rs 2,200 crore stamp scam has found that Abdul Karim Telgi, the main accused, paid crime branch officials lakhs of rupees for various favours. These include everything from going slow on the case to allowing him out of jail to eat at home.

At least nine crime branch officers have been named by SIT for their collusion with Telgi and for granting him favours in exchange for cash. Of these five have been arrested, while the remaining four are expected to be arrested soon.

The SIT has not received satisfactory explanation for three main issues from any of the senior crime branch officers: During Telgi’s custody (October last year to January this year) with the crime branch, he was never kept in the Crawford Market lock-up but always in the Dharavi Crime Unit where he used his own cell phones, that of the crime branch officers and the crime office phones freely, and had all kinds of expensive meals ordered from hotels.

There were also days and periods when Telgi was allowed to stay put in hotels in the Central region and at his residence in Cuffe Parade, where he was found partying with the cops.:cheers: :cheers:

The most damaging disclosure was made when the Mumbai crime branch made a seizure of Rs 850 crore worth fake stamp papers from Bhivandi in Thane, in January this year, and two men were arrested. Despite the case in Bhivandi, even the panchas were men from Mumbai.

Ironically, the crime branch officers maintained that it was part of the same Telgi, case but failed to mention him as an accused, who actually should have been named as the prime accused.

For months after that Telgi’s name did not figure in the wanted list until the developments forced the hands of investigators to include his name in the case.

The SIT investigators now suspect that Rs 5 crore was demanded from Telgi to omit his name from the case.

However, when Telgi pleaded that he did not have ‘liquid funds’ available, finally, the deal was struck for Rs 76 lakh to be paid in three installments.

Rattled by the allegations of widespread corruption in the crime branch and the SIT’s casual attitude while cracking down on the Mumbai police officers where they don’t even apprise the Mumbai police chief, R S Sharma, about their action, the crime branch themselves had launched an ‘operation clean up’.

“I am preparing a list of crime branch officers who have played a dubious role during their stint in the branch. It is not just their collusion in the Telgi matter, but also in other cases of the crime branch,” said the joint commissioner of police, crime, Dr Satyapal Singh.

According to sources, the names of seven officers from the senior police inspector rank to the head constable level figure in the list. The list also mentions the name of a woman sub-inspector, sources claimed.

Just last month, Dr Singh had established an “Internal Vigilance Cell’ under the supervision of Vinod Bhatt, who is attached to the TADA cell.

The vigilance cell also includes a couple of sub-inspectors. The cell will monitor the assets, lifestyles and dubious practices of the crime branch officers.

I am not clear on what you wanted to compare.. Did you mean to say that you are scared of blasts and corruption that you chose Toronto over Mumbai?

What about the sponsorship scandal which is rocking the parliament here in Canada now? Don't we have shoout outs in Toronto? Does it mean that you would have another URL comparing Toronto with some other halcyon city ?;)

Hi ! Sudhish,

I was trying to compare Toronto & Mumbai on all these levels -

1. Social Security.
2. Corruption.
3. Public Utilities.
3. Govertment depts.
4. Judicial Functioning.
5. Healthcare.
6. Attitude of people in Toronto... & many more.

My first post regarding Mumbai Bomb blasts was about Social security & My Last post was regarding Telgi - Level of Corruption.

Please elaborate on sponsorhip scandal which is rocking the parliament in Canada ! & also about shootout's in Toronto. We don't mind any number of URL's. This will show unfeigned comparison between these two
cities & help people who are trying to move to Toronto or Desis in Toronto who are feeling nostalgic about Mumbai.

Yes, I may have another URL, to still compare Mumbai & Toronto & not with any other halcyon city ;)

OK i get your point. Like washing 'dirty linen in public'
It would have been better if you had just given the link to the Telgi article.
This way we could go and read it within our own pace and time.
Well it is no sense in comparing crimes, corruption, etc between tow countries. These exist everywhere whether in developing countries or (as they say) in developed countries. Just that the scale of crime and corruption is in much larger scale in the developed countries.
My posting was about nostalgia and what an Indian can do back home. It just shows that on any given weather you can still have an outing instead of going 'cold turkey' in Toronto.
I am proud just like anyone else here on canadiandesi to be an Indian...no matter what.:)
