During the week I spoke to a Software engineer in USA (M.Sc. Maths) whose h1 B is expiring in 3-4 months. He desparately wants to stay in NA and wants to come to Canada as Canada is similar to USA and that he would be able to give a high standard of life to his wife and children. There is no time for filing for immigration and hence his only option is work permit or any other process to come quickly to canada in 3-4 months.
Can Cd's inform me of any process of him being able to come to Canada withing 3-4 months?
Remember that each person we help to come to Canada will be paying taxes to the govt. as well as EI and CPP. Also he/ his family have to spend on mortgage / rent, food, gas , car etc.. which will help the Canadian economy. This is to our best interests that we help him 101 %.

getting work permit is easy if you have a job.
not like US h1b where it takes months. this takes only a few weeks.
canadian immigration is also now a matter of months only and not years and years if you qualify under the 38 job classifications.
not 3 months but maybe 6 months.

If the guy's H1B is expiring I would assume he stayed in USA atleast 2 years and is eligible for 3 more years of extension. If that is not the case, then he has stayed in USA for 5 years out of 6 years H1B validity. I was wondering why wouldn't he have not started his green card process in any of this time? Because if your green card process is on-going (atleast if labour cleared and waiting for next phases to happen!) you can keep staying in USA after 6 years of H1B with year after year extension until a decision for the green card case is known! (irrespective of the rule that after 6 years of your H1B you need to stay out of USA for 1 year which does not apply in this case!). With the guy you mentioned having still 3 or 4 more months can still give it a shot in getting his labour cleared which is the first and foremost step in green card application. I hope this helps.
in order to have the labor stared the sponsor company needs to agree on starting (sponsoring) the guy's GC case.
What its sounds like that company is not sponsoring otherwise they can obviously renew his H1b.
The guy wants to move in Canada and I guess that he tried every effort to get his H1 renewed but its tough time.
Also its really long way to people who are not in ROW (rest of the world) for Green card process.

1.Your friend can come to Canada on Work Permit. (chances generally 7 out of 10). If he is lucky he will find a job in his field in Canada. ( you never know). He can also find odd job like lot of people do. But as you know there is no guarantee. Hence if is financially okay he can venture into this. Finding a company that sends him a contract, sends a note to the visa post that helps to get a work permit and supports him later is not a problem. All this process takes 3 to 4 weeks after finding the company.
2. I assume he is not a Project Manager or IT manager. Hence he can’t file PR now. What he needs to do is he should come to Canada on work permit. Pay the taxes (work or no work). Establish the proof that he is working in Canada. Have the company sponsor him with letter of support (like Arranged Employment). Then he can file for his PR under quick processing route. Another route is, he can stay one year on Work Permit. ( To have T-4 and Notice of Assessment) One year working in Canada qualifies him to apply for PR.
Many options are possible and sooner or later he can get what he is looking for. But he needs to carefully evaluate all the options mainly financial issues and commitments.
