All canadian universities are looking for students. The system is first-come-first-served. So, she can get admission anywhere provided you can show financial ability to pay for university expenses.

First determine the nearest and the closest Institution that she can attend if she joins a course.
Please see the requirements and how they determine the candidates' qualifications and alternate means of accomplishing them. Such as getting coaching, examinations and experience prior to applying for a course. In your case, it might not be necessary, but it is worth reading.
Also, meet with a Guidance Councilor in any of the Colleges or of the Universities and get the exact requirements at that particular institution, as requirements accepted may be different from College to College and determine the suitability of taking such a course with the Student's current achievements.
A degree course at a University though might be of value in the future, find out if the level of achievement will permit entry into one of them. There are summer supplementary exams and courses that are available to students to get such entries, if the student is ready to do it.
I have chosen an Institution here as an example and there are many more that conduct courses similar to it. So, a visit to one such place is well worth all of your troubles. Also take the student with you so that they also understand what it is that they are getting into, prior to enrollment. Also see the Co-Op programs offered at a few of them. In the current environment, such an entry needs to be given priority. Please see if she can get entry into one such course at that Institution, while you are there.

All college has counselors who will guide students to select right course. so, don't worry. This should be your least worry. There will be other things to worry for you when you land.
