Windows is not starting on my desk top ,it keeps taking back to black screen and asking how to start ie normal or safe mode etc , after either options it comes back to this screen only .

Did you make sure you do not have a floppy disc in drive or a cd in cd drive? it may be trying to boot the sys fro that drive and not booting ?
which O/s is you pc working ?
I know in Win XP they can have a option to select the sys boot from last known good configuration,
You may then select the date when your sys was operating normal prior to this issue.

Same thing happend couple of times with me for different reasons...
1--as earlier someone said, i had floppy disk in the drive so...after taking out it was resolved
2--Check in boot system...like either hit delete,delete,,or F2 while its configuration..it should your hard disk 1st and then CD or floppy drive..if for some reason you settings were changed..then also it happens..that is keep booting frm CD or floopy drive instead
3--I had to format n re install xp again..once..

~2 months back, Same thing happened to me and after trying different options I had to reinstall XP.
Though before re-installing XP, I used the Ubuntu live CD to access my hard drive and take backup of all the important things from my hard-drive.
2 weeks back, I came across an article discussing about a malware as a possible cause for black screen:
