There are a number of options based on the sale price, your style of formal etc...
BAY is supposed to be the best. But prices are over the roof.
Dixie Mall has some very good discount prices and styles. SEARS in Dixie mall has a lot of formal tops.
Even WalMart these days has quite a good amount of formal dresses.
At Niagra Falls Military road outlet you have a number of decent shops. But better still is the Auburn outlet centre near Detroit or the best in Pennselvania
All the best

You will pay for quality. The Bay generally carries designer labels and better quality so you will pay more. The quality of Walmart clothes isnt very good. Sadly, the quality of sears clothing (women's) has gone downhill. Sears isnt too bad for men's clothing.

I have found that its better to invest and spend a little more for formal suits (ie/ interview clothes) as they tend to look better and often fit better.

The Bay is way too expensive to be true. zellers and sears are OK but not walmart for office wear.
I shop at suzy sheir's most of the time for formals. I also try to mix and match shirts and sweaters brought at old navy and other cloth stores in the mall.

On our personal level, we shop across the border at stores such as Sears, JCPenny, etc. In Canada, we always avoid Bay as it's way over the head and expansive (ever wonder why it's empty all the time, even on the weekends?), preferably shop at Sears, Suzy Shier, occassionally Winners, Reitman's, and other formal clothing stores available in the Mall.

Also, H&M is a pretty good store for formals.

My only complaint with these stores is that ive seen over time the quality of the material is getting worse, its all synthetics/polyester and after a few washings they dont look as good.

I find myself enjoying natural fabrics more now - cotton, linens, silk, wools... Reitman's has nice clothes as does Suzy Shier.

H & M is ok...i like banana republic.
