I support you in your initiative and will sign the online petition when it comes up.
However, the most fruitful way will be make a joint presentation in person to the consulate with as much huge a crowd as possible. The issue should be in their face every time they face the public or the media.
If anyone has contacted GOPIO and has more information how they arranged and managed their protest - we should be able to organize one here. Besides not charging this unjust fee in future, we also need to demand refund for those who were forced to pay up due to urgency of their travel and/or unavailability of time to wait and fight the injustice.

I am with OP, to support a petition.
I think I was at far better chance of not paying the penalty + fees, but VFS won't budge, as their excuse was, we are doing as told. So finally gave in as hundreds others are.
- Became CND Citizen in 2005
- Indian Passport Expired 2006
- Traveled to India 2 times both after 2006 and VISA issued on CND passport
- Never used Indian passport as it was expired. I had to literally spend 2 days to find it somewhere in old bag (was applying for OCI) .
Now in 2011 applied for OCI and paid Babu's $281 to issue a A4 size white sheet of paper saying my ALREADY EXPIRED passport is canceled !
Well-done, probably trying to make sure that I do not use my already expired passport! But can't the immigration officer read the expiration dates or really needs a paper to say its canceled!
Would like to hear if anyone thinks it was right for them to ask for this ridiculous fees. Now imagine doing that for a family of four ! I am sorry for your situation.

I visited the VFS office to get the surrender certificate for my family of 3, got Canadian citizenship in 2005, our indian passports expired between 2007 & 2010. Was asked to pay the 240$ fine for each. we have not used our Indian passports since nor have we traveled to India.
I asked the person at the VFS office what if i do not want to pay the penalty but want to obtain a visit visa to india, she said thats fine, i wouldnt need a surrender certificate, just that i will not be able to apply for an OCI without the surrender certificate.
So fed up with all this.....

everyone is mentioning about opposing but everyone pays / will pay because no one has time to do all that .....Who will tie the bell on the cat's neck?
we all will keep telling each other ...but no one does anything bcos of various reasons....for some......... their job pays more than the surrender fees if calculated hourly, so to miss job for this is not a good deal...some are busy with kids (like me, so cant come) ...for some job does not pays so much but then they cant afford to be away frm job or else might loose the job ....

My Car insurance went up 500$ per year in-spite of 3 years of claims free and ticket free driving record
Insurance company claims the area risk rating has gone up.. i live in a quiet neighborhood so this surprises me..
In india i would not have paid more than 10000 rs per year to insure a car..
Car registration also is done once instead of year on year like here..
Government runs on taxes and fees, not on charity.. with millions holding black money and not paying taxes no wonder the government has to resort to such hikes from people who have no choice but to pony up..
Every immigrant paid 1000$ in processing fees per person for CAD PR, Australia charges 5000 per person for PR.. and now ppl have a hard time coming up with 500$ per person for getting indian PR..
Loot is everywhere.. it is just a choice what u want to look at and what u want to ignore..
I think it is best to accept the charges and move on instead of making ones life miserable..
The only part of the OCI process i hate is the monster list of documents they expect u to carry, which includes a printout of the online status..
I would say to the indian government charge the fees but please streamline the process.. Why not have a improved process where u can get surrender cert and OCI in one shot using one application..

Canadian passport with e-chip will be coming soon. The expected price for this will be $240 and it will be valid for 5 years. So every 5 yrs we will be paying this huge amount. Then we will easily forget about OCI fee.
