This only refers to Indian citizens who are NRIs and not OCIs and PIOs who have renounced Indian citizenship.

yes the last 3 posts are correct . meaning this is only for INDIAN PASSPORT holders residing abroad on a non-visit / long term visa. ( Wok permit, PR, Green Card , L1, H1 etc)
also this announcement states that NRI's "to" get voting rights. Meaning this is not a GO or a Gazette notification is not published. Till then this is just what it is -- an announcement.
Indian immigration rules are tough. Even Indian citizens residing abroad do not have voting rights now. Getting voting rights for PIO or OCI is a long long way down the road to become a reality

They wouldn't grant OCI a.k.a Indian Green card (ofcourse much better version of GC), as no country allows a PR to vote.

I think it was mentioned that the person (NRI) has to be in India during the election time. Postal ballots may not be allowed.
Will the govt allow voting for OCIs who can get Indian passports after living in teh country for three (?) years.
