The federal government is in the process of revoking the citizenship of more than 3,000 people and is looking at thousands more who may have lied to become Canadians.
Immigration Minister Jason Kenney told reporters at a news conference on Monday morning that nearly 11,000 people may have improperly obtained their citizenship or permanent resident status. In most of these cases, the citizenship applicants have paid a representative to prove that they were living in Canada for the period required to establish residence in this country when they were, in fact, living abroad.
The news comes after a year-long investigation that included the Canadian Border Services Agency (CBSA), the Royal Canadian Mounted Police (RCMP) and Canadian offices abroad.
“We are applying the full strength of Canadian law to those who have obtained citizenship fraudulently,” Mr. Kenney said in a statement issued prior to the news conference. “Canadian citizenship is not for sale. We are taking action to strip citizenship and permanent residence status from people who don’t play by the rules and who lie or cheat to become a Canadian citizen."
The Immigration department says nearly 5,000 people with permanent resident status who are known to be implicated in residence fraud have been flagged for additional scrutiny should they attempt to enter Canada or obtain citizenship. The majority of these individuals are believed to be outside the country. And there are another 2,500 people who, for various reasons, have prompted the concern of the government. Mr. Kenney said they will be watched closely.
Individuals can go to court. I wonder how the federal govt will handle over 3000 cases? It costs a ton of money to hire lawyers.
Its actually a small number considering we have 160,000 new citizens every year and I think this is a necessary initiative to plug the holes in the citizenship process

The cowards never started,
The weak died on the way,
Only the strong arrived.

For citizenship, unfortunately the burden of proof (of presence in the country) is on the applicant.
Not the otherway round i.e. CIC doesn't have to prove you are absent from the country.
CIC does background checks and if they suspect you haven't resided required number of days they will give a Residence Questionnaire.
After 9/11 all the movements in and out of the country are now tracked and if they suspect any fraud they can ask you to bring proof from border crossing / air travel details
Stamping at the exit point in border crossing is not practical and unnecessary as US and Canadian border crossings share information
