Not sure if to be belive you or not based on ground reality.
I know for a fact that my inlaw's even brought rice to Canada which was purchased from the ration shop for Rs 1 a KG in 2009, which was good to eat.
I agree that if you want to buy good rice from shops, you have to shell out Rs 37+ a KG. But then people who buy this kind of rice are well to do people.
I heard that the Govt. of India (thorugh MMTC) are planning to sell 150,000 (or that range) of wheat to reduce excess inventory and Singapore has agreed to buy it.
Yesterday when I went shopping at Pothy's, I found that Vegetables retailed at Rs. 40-Rs 70 a KG, which I agree that the utmost poor may be unable to buy.
Looks like there are no checks in TN to see that items (Mixie, Grinder, Fan and the like) are given only to the poorest of the poor and not to every tom.

Cost of these subsidies run into thousands of crores of rupees and there is a lot of misuse. Add to that thousands of crores of rupees spent on providing freebies like television, mixer, grinder, laptops, cattle; free rice, sugar and cash on Pongal day, etc. Now people will complain what is the use of giving just one kilogram of rice and sugar for free and Rs. 100 free cash these days does not buy anything but it would have cost the TN government in hundreds of crores.
If Tamil Nadu and some neighboring states do not end this freebie culture they will not have any money left for essential services and infrastructure spending and ultimately some government in future will have go begging to the central government to save them.

But I would disagree with you on the numbers.
As per my knowledge of India in the past 2 years, I would say that
1. 10% are super rich.
2. Around 60% are middle class (Income basis is Rs. 20 lakhs per annum to Rs. 2.4 lakhs per annun)
3. Around 20% are poor (Income from 2.3 lakhs per annum to Rs. 60,000)
4. 10% of Indian are destitute. (Income from Rs. 59,000 to Rs 5000 a annum).
As per my view, Govt. should support essential items to only 30 % of the population (like grinders, fan, mixies, subsidized gas, Subsidised train fare, ration, money handouts etc..) but now unfortunately 90% of the population are enjoying it. This is due to the non computerization of India. Hopefully in a few years time, India will be fully computerized, aadhaar will come, and benefits will reach only people it is intended to.
When subsidized gas was reduced from 12 cylinders to 9, I was dismayed to see even people earning Rs 20 lakhs a year complain that the Govt. was fleezing them. This is totally unacceptable.
