This is one last chance with 'old' way of applying for immigration to Canada. 2015 onwards the system will be changed with Expression of interest (EOI) system ( like they do in New zealand ). That system will bring in some degree of uncertainty for some professions.
Btw , some places it is being termed as 'express' entry which I am sure will be construed as faster entry. The express here means expressing your interest and placing ones name in the pool of available talent to chose from . No more first come first serve basis. It is same as applying for a job.
I am hardeep Singh from Ludhiana, Punjab (India). I want to apply for Canada PR and roamed almost every consultant in Ludhiana and Chandigarh but I am not satisfied with their suggestions(mainly They are saying apply under LMIA), Which is very costly for us.
I have done B.tech. In mechanical in 2009 and after that I got my student visa for MCGILL university in Montreal in sept.2010. Unfortunately, I didn?t complete my studies due to some family problem and I came Back in feb.2011 to India. I have also did my WES and my degree is 4 years program as per WES council.
Now, I married in feb 2016 and I have taken ILETS test got 6 bands over all with 6 in reading , 7 in listening , 5.5 in writing and 5.5 in speaking. My wife has done MSC in maths in june 2014 and right now she is teaching in DAV school maths. She also did ILETS and got 7.5 overall bands with 8.5 in listening , 8 in reading and 6.5 each in writing and speaking. We have applied for re-evaluation for writing and speaking as she is sure that she did more than what we got. That will take another 4-5 weeks from now. I have also applied for her WES and it will take 40 days to complete the process we applied on 23rd aug.
So I want some guidance from your side on this matter. How we should proceed our file for PR ??
What are the steps we should take ?? Under Which category we should apply ?

Prepare well before you apply.
Please see if your Language skills are up to date. If not improve upon your IELTS score and bring it past the acceptable level, equaling to your spouse's score. As a couple you both will stand a good chance to enter into Canada, when get selected. You also must have a good job rating for the NOC category in your B.Tech, for a year at the least to gain entry. All of these are possible and when you are ready, apply to immigrate into Canada. Please do not rush. If you need assistance at that time please drop us a note here.

First item. : WES will tell you both how well your qualifications are recognized as an equivalent one here in Canada. So, please wait to hear from them. Then prepare for your entry into Canada. Do the same with your wife's qualifications also. If you have not started that process, please do so. That will also help.
As for Mechanical Engineering job that you are doing, please explore into the NOC Category 2132 OR the next one 2232. They will provide you with job description and expectations there. If it matches or exceeds then that is the Number that you apply with, or use in your application. Your Job description should match with the type of work that you do.
As for your Spouse's qualification, look into the NOC Category 4214 and see if her services fall under that. If it does, then, she can qualify and get points under that.
You can do an initial search to see if you qualify to get in. Do not file your application, but get to know the score that you will pile up in the search. Then when you get the WES recognition of your qualification and their ECA, give yourself the score and see the total marks. That is when you start to think about the PR Application.

Canada is very protective in evaluating and granting educational equivalency to outsiders, as there are so many that work hard here and qualify and look for jobs with in Canada. That is to maintain a specific standard in the services that we receive from the qualified people. If you check your own writing you will see that you write differently too. We get your point, but you express otherwise.
