Immigration will be in Mumbai. They will also have to pick luggage in Mumbai and clear customs. After exiting customs, tell them to not exit airport, rather turn left right before final exit gate where the guy collects customs cards. On the left is Jet check in for domestic, they take luggage and provide transportation to domestic airport. I flew this route on Jet a couple of months back.

It depends.
I often take the Air India flight from Cochin to Chennai at the Cochin intl. airport. It is a Sharjah-Kochi-Chennai flight. People disembark at Kochi and domestic people like me embark on a journey from Kochi to Chennai. I find some people from Sharjah who want to get down at Chennai and for those people the customs will be in Chennai.
I will have a big D printed in my boarding card and I will pass through the moestic exit counter there.
As others have said, this flight stops at Mumbai. So you will have to collect your baggage , pass through the customs and exit out. You will then go to the domestic terminal and take the domestic flight (same jet) to Ahmedabad.

Some of these flights are like MILK RUNS. They stop at a city and drop off and pick passengers, though it is an International Flight. But the Air Lines only deploy planes that are suitable to the airport facilities such as Runways and service facilities etc., Some of them drop you off on the Tarmac at the end of the runway or close to a terminal shack. This is to facilitate a quick turnaround time. Some use ladders, some use the cube cars or shuttles to make a brief stop. This is to save on fuel and time.

For a long long time, the flights with foreign origins were not permitted to pick Domestic Passengers. But the air lines get over these hurdles pretty quickly and currently take additional passengers at these stops to fill the empty seats.

Even at these Intermediate stops, they do Customs and Immigration Clearances for the arriving Passengers and the Domestic Passengers are identified with a slightly different boarding passes. Once again the Manifest and Passenger List helps them in identifying the fresh boarders.

A lot of the Airports are getting an uplift to accommodate the International Flights and hopefully will permit the Behemoths such as the A380 Series and the Dreamliners too in the distant future. Such airports will need servicing facilities with fuel and maintenance and other ancillary services to make it a top notch airport.

Now I am little bit in worry, because they are travelling alone...I am going to inform them that please collect luggage at Bombay airport and than check in again at domestic flight to Ahmedabad...

normally do jet airways domestic fight allow luggage with 23 kg? because normal luggage allowance in domestic flight is 20 Kg max and international have a 23 kg...

Do not be worried . It would not help.

Talk to your Agent and ask him to re-confirm with the Airlines ... Airlines will communicate to his office the correct answer. Sometimes the Agents are not aware as things may change from Airlines to Airlines.

Also ask him to do the same with regards to your weight / luggage capacity. If it is Jet Airways flight throughout , they would most likely entertain the original baggage limit even if it is an exception. But your Agent should re-confirm with the Airlines beforehand to minimize surprises.

Lastly advise your parents to hire a porter .For Rs 200 - 300 he will not only collect and drop off their luggage , but also get them across to the right channels.

Also request for wheel chairs for your parents' if you have not done so already. The wheel chair guy would also know the exact process of things at the Airport and would take them through to the connecting flight.
