USA citizen kid - planning to move to USA for study and settle down

Hey Guys,
I want to plan for my son's (He will be in 6th Grade in September) future who has dual citizenship (USA and Canada).
My younger son (He will be in 2nd Grade in September) , my wife and me has only Canadian citizenship.
I have always in my mind that I would like my son to settle down in USA in future. I was in USA for 3 years in past and see better career future in compare of Canada for him. Also, less cold..
I am opening this thread to elaborate my thinking and accepting opinion from other senior members. I believe some of you or your friends or your relatives have gone through this kind of process.
Side Notes:
My one sister in NY, USA who is just 6 hour away from my home in Canada. Another sister is in Tennessee. If require, they both can help. I mean my son can stay with them while studying.
What is the best way for my son to settle down in USA?
What are positive and negative points?
When should I plan for him to move to USA? (I prefer him to stay with us as long as possible but again want to make easy transition for him to make career life in USA. Also, I would like him to file the immigration process for his brother in future.)
Where should I plan to move him? (I prefer to move him to my sister's home in NY. So, I can visit him in weekend whenever I wish.
In future, I would like him to file for immigration (Parents and brother).
Detail information for filing immigration for younger brother and parent will be appreciated. (i.e. At what age he can apply? Any income or job criteria? Any age limit of younger brother? etc...)
All other suggestion will be accepted...

I m sure ur wife is against ur decision here. Why do u want to separate ur children? It's crime to separate children frm parents at such tender age or siblings like this. My sincere advise is don't think of tomm, enjoy today now. Atleast wait till the children go to university. I heard California university are best for North American children.

Your US citizen child will be eligible to sponsor eligible relatives when he turns 21. Who knows what the laws hold for the future; however, for the moment, the country of birth of the sponsored candidates dictates the backlog and the time to obtain permanent residency. Also, the relationship dictates the hierarchy of processing preference. If you wish, you can read up on family sponsorship on relevant websites.
As far as your USC son adjusting to the US, you should not see much of a difficulty as he is growing up in Canada. In other words, I don't see any need to let him live away from you. Separation has its own pains. Your son will find no more than minor adjustment issues. Undergraduate education would be a great time for him to choose from the multitude of US universities.
The important thing for you to plan may be the funding for the college education, which tends to be higher in the US than in Canada. Just a couple of days ago, I did a crude comparison between Univ of Michigan and Univ of Alberta. U of M came at about $28,000/yr USD while U of A came in at about $23,000/yr CAD. This is for an engineering undergraduate program which includes tuition, fee, boarding, and other misc BS fee that get tacked on.
For the record, it is not a crime for a minor child to live with extended family members away from parents. And, since you have experienced US in the past, you must be aware there are many, many universities throughout the country in all the 50 States that offer excellent education.

I have no plan to move my son to USA (away from us) at all if it is really not necessary for his better career life. Just trying to gather information from other senior and experience members.
Should I decide on base of the field he selects to study in University? If there is no different license requirement for USA and get admission closer to us in Canada then there is no need to think about going to USA. He may go after university for Job and settle down. Any suggestion on this?
How easy to get admission in USA university after studying in Canada? (In compare of USA local students). there must be something different in admission criteria?
How easy he can get scholarships in USA if he goes for university there?

In many cases, where applicable, US and Canada have reciprocity agreements that facilitate the recognition of the licenses with or without minor upgrades / remediation. Therefore, that should not be an issue either. Since he is a USC, he is on a level playing field with all others. Also, Canadian primary school curriculum is most likely on comparable levels that there should be not be much of a difference.
The only item I am not very familiar is how each University would treat residency (for tuition purposes). Resident fee is lower than non-resident fee. For example, some Universities in Michigan treat Ontario and Ohio students as residents under the "good neighbor policy." Others would treat residency based on the parents' location while others treat residency based on the student's place of living.
Scholarships are a whole other ballgame. There is merit based and need based. Need based is based on parents' household income. However, as a USC, your son is eligible for merit based scholarships. How easy to get? That depends on the competition and the criteria, but it is easier than what an International student has to go through.

-- To qualify as a resident (for the in-state tuition purpose), you (parents of the student who would be attending the university) have to live and work in that state - this is followed in many US states.
