It is a good sign that Delhi Government would like the solve the issue. It is also good that they have responded to the criticism by the high court in an urgent manner. The move can solve the problem or not is a different issue, however the intentions are there and so the move must be saluted. It is not easy to implement and it is a knee-jerk change, that could disturb lives of millions. If this succeeds it can pave way to many other cities as well.
Cities like Singapore have similar things in practice and we hope this can work in India.
There are many valid questions people have asked on Social Media about this theory. Not sure they have accommodated those situations.
1) What-if someone goes to late night show in Delhi, the car they have taken while going back can't be use while they return. It means effectively they can't use that car.
2) What about folks working in the night shift?
3) There might be many travelling to Delhi from outside and may not have a good public transport and may not have anyone which whom they can car pool. The government may have to setup a car-pool lots just before entering Delhi.
4) What about emergency situations? Like someone is having an attack and need to be taken to hospital and have the vehicle that can't be used?
5) Other than this what other supportive measures are in place? or in pipe-line?
They also need to take care of corrupt practices like people keeping two number plates and swapping them each time they use the vehicle.
The two wheeler are exempt from this one, which is really great and could reduce carbon footprint a lot.
This can also increase some business for Auto-Rikshow wallas. Not sure Car business will go up dramatically, but wealthy people will definitely go for that and at the end on the road you will see the similar amount of vehicles at least from that section of the society.
Have not lived in Delhi for work so don't know about the severity of the issue, but it the issue is only during office hours (or just during morning 6.00 AM till 8.PM), they should not impose this rule during night hours.
Also Car-Pooled vehicles (say 3+ people in the car) irrespective of even-or-odd number plates should be allowed during anything.
Hope Delhi government will not bring another bill to increase car allowances for its MLAs because now they may have to carry two cars.

Hope Delhi government will not bring another bill to increase car allowances for its MLAs because now they may have to carry two cars.
Move with a good intend but implementation might be a problem. It is for sure that people will face problem but it is high time, now or never situation not only in Delhi but across India. If they can do some modifications in plan as some valid points raised by GG, this might work.
It is a crisis situation and everyone should be ready to suffer and come out of comfort to save future of children's.
Problem with people is that they have all the time to critize PM, CM and give suggestions but when it comes to contribute to society and play their part, they are not ready to do that.
It is not this step, they have several other plans to reduce pollution. All the best.

if We agree and understand that the intention behind these rules are good , then half the battle is already won ! It is daunting task in hand for Delhi Govt. but I Think it is implementable ( with the help of Delhizens , ofcourse)
There are some genuine question being asked , and I have my view point ( Govt do not know about this yet :-) ) and I 'll try to give more than one option for each of these issues :
1) What-if someone goes to late night show in Delhi, the car they have taken while going back can't be use while they return. It means effectively they can't use that car.
>> Answer - 1. Retain the ticket of night show.
2. Govt can lift the ban from 12 am to 5 am.
3. Govt can enforce that All night shows to be finished by 1130 PM.
4. Organiser of such shows to provide shuttle to nearest public transit or car pool where previous days cars can be parked and sticker-ed.
5. There can be pre authorised system online where the car can be registered for that night. limit such request to 5 or 6 per year.
2) What about folks working in the night shift?
Option1 - Get it in writing from the employer or generate similar online registration system like we have it here for parking a car outside the house overnight.
Option2 - Govt can lift the ban from 12 am to 5 am.
Option3 - Employers can ask to provide taxi or company bus service to graveyard shifters. Most of them already have.

Agree. Car pool lots OR pick' n go kind of services will be required through inter state coordination.

Answer - That is already allowed. While returning , the hospital or clinic can provide a return slip endorsing that the vehicle was involved in the emergency situation.

Answer - For sure first few months will involve lot of rolling pitching but all of us know it is diffi'cult' task in hand. Over a period of time it will be norm of delhi life.
Why only private vehicle not govt. vehicle? This is knee jerk solution. I sometimes go to Delhi from 300-400 km distance with luggage and it is impossible for me to do car pool. I will prefer to pay fine instead of using any other method as Other measures are impractical.
They need to increase vehicle taxes and use those taxes to improve public transport.
I strongly believe, it's a good step. Pollution problem couldn't be solved without taking some unpopular steps. It's dire and the need of the hour. Not only in Delhi, but in all Metropolitans.
Do it now, otherwise repent later for the future generations that will have to ingest nothing but the dark, black clouds. Future will be scary if nothing is done RIGHT AWAY.
