BLS International has fooled 1000s of Indians applying for PIO to OCI conversion
If you apply for the conversion in person you need to pay only approximately $10 of processing fee.
This is how BLS fooled people:
1. As of Dec 29, their website was purposely ambiguous about the fees. When people called them about charges, first thing they suggested was to send the application by Fedex for an extra charge of $65. Before the person could ask anything else, BLS suggested that, for an in-person application also they will be charged $60 in courier charges. So by paying $5 extra they are saving on waiting in line and the application will be picked up and delivered at home.
2. In-person application: When a person reaches the agent, after waiting for more than 2 hours in line, the agent goes through the document and tells the person that your charges are $70. If the person asks, why the extra $60, they tell that courier charges to deliver an acknowledgement and the PIO card ($30 each). If the person asks, can I pick up the card in person and track the application online, the agent says yes you can. In that case the charge is only $10.
I have spoken with a number of people who have been duped like this. BLS probably has an arrangement with Fedex and they are trying to get as many people as possible to send their applications through Fedex.
I want to lodge a formal complaint against BLS with the Canadian government. Any idea how this can be done?

Probably you can say BLS is misleading the general public. Reasons could be that they want less crowd at BLS centers and/or they make extra money if you opt for Fedex. You can take it up with Consulate General of India, Toronto, for whom BLS acts as an agent. Their website says that "No appointment is required to meet Consul General Mr. Dinesh Bhatia every Friday from 10:00 am to 12:00 noon." Also explore if there are people who are ready to come with you who have similar complaints, so that it would be a group representation.

However for issues like the BLS which is a cash cow for the Indian govt., Mr Dinesh will probably say that he will investigate and do nothing.
You can also use the Public grievance portal (GOI) website to file your complaint. They will have to answer your query.
I have used the Public grievance portal against corruption / sexual harassment / drug addiction issues of my alma mater in Trichy TN and have not got any action done. All I get is a statement saying that they will investigate.

I have gone threw OCI application .... man this place ismessy, filthy and dirty -
Feel so ashamed and embarrassed looking at foreign visitors coming there , think about the image they get for India
We talk about " Swachh Bharat" - and look at our foreign offices.
i had hot conversation with manager there, told her at least keep the damn place clean...
they are very unprofessional and rude ... no point arguing
This BLS should be scrap - beside why do we have Consulate General office ? - i even visit there and see bunch of lazy people... they can easily handle Visa/oci etc.. why do we need BLS ?

I was thinking of filing a complaint against them in Canada as it is a Canadian business fooling Canadians.
Not sure how to approach it.

3. Read the box titled "NOTICE", which states the following:
"Applicants for Consular, Passport, Visa service are informed that Courier charges are not mandatory, if an applicant is charged against his/her wish, the matter may be reported to: - You are also informed that postal service is not available for resident of GTA area."
Please send your grievance to CGI as per above procedure.
