My parents have Temporary Resident Visa (TRV) valid for next 3 years.
Recently they received Confirmation of Permanent Resident Visa with 12 Aug 2017 expiry.
My questions are:
Are both the visas valid simultaneously till 12 Aug 2017?
What happens to the TRV when my parents enter Canada on Permanent Resident Visa?
Can they use TRV in June 2017 and visit USA and enter again to take Permanent Resident Visa in July 2017? The reason to do this is that PR Card takes 6 weeks to be ready and they are on 3 weeks leave for Canada and USA.

PR Visa over rides the TRV. (You also know the difference between Temporary and Permanent) They will get a stamp in their Passport at the time of entry as a PR stating that they are PR. (now) Not everyone has a Valid Visa to enter and so they issue a COPR for entry into Canada and the validity is given on it and it is for a Specific Entry System and it is for Permanent Resident System. You only get one chance to enter with it and get a stamping for that PR status. So, comply with it.
Now, that COPR and the stamp in the Passport for the PR status, will enable them to cross the Canadian Border into the USA as many time as they want to, so long as they have a Visa to enter the USA and there are no hitches. Canada is generous that way and will hold the door open for them. No need for the PR Card. (Unless they are flying out on an air line system)
Air Lines now want a PR Card or a Canadian Passport to book a plane ticket INTO Canada. Alternately an e-TA will do. All of these are the current procedures the Travel Agents follow.
The very first issue of the PR Cards currently get mailed to the recipient's home address to reach them, within 30 days. (Please check the CIc Website for the processing times.)
So, if they have a specific event across the border, ask them to travel a lot earlier and get into Canada and wait to receive their PR Cards and then leave. That way they are complying with the border crossing requirements also. You will have to plan all of these to fit their travel plans and juggle with these dates. Last but not the least, you can always use the Courier system to transport these PR Cards across the border to them.

Further, just to simplify to understand it better, I would like to share the plans and get your feedback. My parents have 10 year multiple visa of USA. They will land in Canada on COPR and thereafter after a week will go USA BY AIR and stay there for week or so. Then they plan to return BY PRIVATE CAR with their COPR. I presume that there should not be any issue. Am I right?

Just a suggestion to - in their plans for travel.. : When you book your entry into Canada for landing, extend the same ticket to take them into USA, so that they get to land here into Canada as Immigrants break their voyage and continue on their way into the USA as a visitors. They always have a procedure of dropping off their B-2 visa (stub) Card at the border for exit.
Canada will honour their re-entry back with a garland either on a TRV or on the COPR after that. Multiple crossing process then starts, on any kind of valid visa without any hitch.
Also make a call into CBSA and streamline these Issues and follow what they have to suggest in these re-entry Processes. These answers are based on exact methods and procedures followed by them. The delays then will be None or Slight. Also, here is a link to it. Get to know OR Call and find out. ( Explain to CBSA why it is that they are not in possession of their PR Cards for re-entry)
