I have a completely different point of view...
I dont think the word 'sexy' itself is offensive or bad. It might have to do with what follows it that completes the image that conjures up in ones mind.
When you suffix sexy with something inanimate it comes across as completely acceptable in any forum.Like sexy food, sexy getaway etc
But when suffixed with something animate it gives a completely different meaning. Again it may appear harmless in certain contexts and not so acceptable in others.
No offence meant to Pinky, (this is just an objective analysis and I dont mean anything personal), putting 'vixen' after sexy gives a whole new image to the word sexy. Vixen according to the dictionary means 'A female fox' or 'A woman regarded as quarrelsome, shrewish, or malicious'
So, you see, it evokes a very different picture in ones mind which may not be altogether positive.
I am sure that in any country whether it is the west or India, one can use sexy in the context of something impersonal and neutral but one cant get away using that word in a personal context with anyone irrespective of the country or culture! I am sure no lady(white or otherwise) is going to take kindly to being called a 'sexy vixen' by someone who isnt very very close to her.

I also mean no offence. The ever evolving English language is indeed an intricate study.
In English, many words when combined take on a much different "common usage meaning" than the literal dictionary definition. If we were to stick to dictionary definitions every time we discussed anything, our conversations would be very specific and unintuitive indeed. I would hate to apply the rules of mathematics to human communication.
Take for example "lucky bastard". We all know that calling anyone the "b" word is incredibly rude. Unless it's in jest of course. But put the word lucky in front of it and the reverse occurs. Not only is the meaning of "b" lost, but it is positivised (I made that last word up... it's not in the dictionary).
Same with "sexy vixen". Even labelling someone a vixen in this day and age suggests of a certain glamorous semi-dangerous sexuality. Like saying ... wow, you better watch out (wink wink)! Put "sexy" in front of it, and it's a softening and exactening (another made up word) of the original intent.
English is a very interesting language and if you want to see more of the usual/theatrical/pop culture usage of both sexy and vixen just type in the words in google and see all the plethora of items pop up. I did it for interest after seeing your entry and was very intrigued by a write up for an opera entitled "The cunning little vixen." Here's an excerpt.
"The only dissenters, I think, will be the literalists, for strict narrative logic was never the point of this opera. The source was a novel, written to accompany a series of line drawings and serialized in a Czech daily, that mixes human and animal characters with all the gleeful ease of a fable by Aesop or La Fontaine.
At its heart are Vixen Sharp-Ears, a sexy, evasive trickster who is every bit as good-hearted and predatory as nature made her, and the Forester, whose quest to capture the fox has a tinge of erotic desire about it."
