i studied french at Trois Pistoles in a program funded by the federal gov't and they were equally fascist. 'language police' looked for anyone speaking english and raided our houses searching for english language books and even tapes. it's the typical anglo saxon mentality. over the top anal on every issue. but it worked... i learned french.
(the program still exists, by the way, if anyone is interested. you spend 6 weeks living with a french family and take a course on french lang/lit. it's 100% funded by the gov't.)

there are many ways to learn french free of charge in canada. the easiest way is through high school. every city has a night school which teaches credit high school courses at night or in the summer. it is free and the students are mostly adults.
the Trois Pistoles program has been running for decades. it is a spring/summer course and is a free homestay program in the heart of quebec. Trois Pistoles was chosen because it is a backward backwater of quebec where no one speaks a single word of english. i can confirm this.
there are constant courses free for civil servants/ gov't employees to learn french in toronto.
there are free english language courses for immigrants coming to canada. i wonder if you can opt for french and be paid to receive french lessons. not sure about this.
in the north of ontario the schools are actually bilingual and everyone speaks both languages fluently. going there, however, would be difficult as it is far from TO (north bay, timmins, etc).
anyway, these are all the possibilities i can think of. be warned though, that french is a very difficult language. the pronunciation is VERY difficult to master and takes years to learn before you could actually use it in a work situation.
