RIDEAU LAKES - A doctor who was suspended for professional misconduct is being welcomed back with a "gourmet dinner" in the rural community where he is the only doctor.

Calling themselves The Concerned Citizens, a local group is celebrating the return of Dr. Ian Shiozaki, 50, who earlier this year had been fined and suspended for three months by the Ontario College of Physicians and Surgeons after being found guilty of "serious misconduct" with a female patient.

A website announcing details for the Oct. 29 soirée that includes a "three-course gourmet dinner" for $18 is the latest show of support for the only doctor the Rideau Lakes area has known for the past 22 years.

Shiozaki returned on Oct. 1 to his practice in Newboro, in the Rideau Lakes area southwest of Ottawa, a medically underserviced region made up of small villages, cottages and farms with a large number of retirees.

Norm Hagan, who is part of the committee and one of Shiozaki's more than 4,000 patients, said although he realizes the doctor's relationship was wrong, no one in the community was that concerned about the "minor indiscretions" compared to the damage of losing the only physician in town.

To protect their physician, the high-profile committee — which includes former premier of Newfoundland Frank Moores — raised $35,000 to hire lawyer Brian Greenspan to handle his defence. They also got almost half of the 9,000 residents — 4,363 — to sign a petition and sent hundreds of letters of support to the college.

The woman, who cannot be identified, did not have Shiozaki as a primary physician, but he did treat her occasionally for minor ailments.

According to an agreed statement of facts, Shiozaki met the woman, whom he had known more than 15 years, three times in 2001 after hours at his office when no one else was there.

The first time, he fondled and kissed her breasts. The next time, he placed his hand inside her underwear, and the third time, the pair fully disrobed and Shiozaki lay on top of her.

Calling his conduct "disgraceful, dishonourable and unprofessional," the disciplinary committee found him guilty of professional misconduct and suspended him for six months.

The sentence was halved to three months because he agreed to post a $ 10,000 bond for therapy costs the college might award the complainant, and to take a "boundaries course" that spelled out rules for doctor-patient relations.

A charge of sexual misconduct was dropped because Shiozaki was not the woman's primary caregiver, said a spokesperson for the college.

A replacement physician filled in for the two months of Shiozaki's suspension but has since moved from the community.

Forget the medical/healthcare system - I can not fathom the reason for such women to be willing to go to the doctor after he did something she did not like (or did she??), not once but twice, and the third time fully disrobing herself! The matter to be discussed here is not really (or directly) the health care system but more of actions of society, human behaviour and acceptance of circumstances. Here the question arises for each step of the episode:

1. Doctor first engages in a conduct which is not professional - well this is nature and can happen, so no question.

2. The women goes back to the same doctor - why? Did she like the fondling?

3. And the doctor is tempted to repeat his action, this time going further down (literally and metaphorically!)

4. The women does not object to that - obviously she accepted or enjoyed such treatment!

5. The women repeats the visits - why? How can anyone do that unless the motive for visit was to engage in something non-medical.

6. Then the doctor goes all over and the women lets him.

7. She finally does complain - why so late? or is it that the final thing is not as satisfactory as hoped for?

8. The doctor is suspended - without any punishment to the women who not only prompted, but encouraged such a behaviour/action.

9. And finally, the society accepts him back and arranges an expensive community dinner. Is it because they think that doctor was not at fault ( in which case they should have rather fought with the authorities to reverse their verdict), or because they were afraid of losing their doctor? If that be so, isn't it like bribing the doctor, or accepting the 'angrezon ka raaj in India'???

Infact, I would say the last point is thought provoking - I would have thought that a developed society like Canada would not accept such nonsense from a professional who is publicly proven guilty. What makes a human being accept something which is regarded as derogatory or awful act by the society in general?

Thought provoking? Certainly.

However, I disagree with the point that Biomed is trying to make. How can you make a general statement about the entire health care system based on the actions of one doctor?

Crenshaw, do some homework and after that comment on this issue or if you are too lazy to do the homework, at least search CD for this issue. What I noticed that you just try to overlook the truth very selectively but that is not going to change the truth, isn’t it?

So if you want to write something on this or other issues than come with some sort of logical explanation . Accusing or blaming other members is not going to help any one. In future I am not going waste my time on your post if those are not the serious one.

Can't see what homework is required!

You believe that a doctor sexually assaulting his patient is indicative of the Canadian health care system.

The rest is now being rephrased:

Your family members certainly use Canadian medical facilities...have they had similar experiences? If not, then how can you generalize?

Biomed, I didn't blame you, merely suggested that your post appeared to be a generalization. Your response is a personal attack "Too lazy to do the homework".

This is the second time that I have found you making unsubstantiated allegations on this website.

The first when you suggested that 10% of Canada's population is homeless, a number that you have not been able to justify apart from saying that you "heard it".
