AFAIK, this policy has been around for a while now.
I have friends who visited the USA early this year and they still had to take an appoitment at Toronto, even though the queue was almost 2 months long.
Is it possible that your friends got their visas last year or the year before that - maybe before this policy was put in place.
As for giving a reason why they are getting visas, it is not for me to give reasons.
I am not the US Consular General or the US Ambassador.
You should call and ask the consulate why some people are getting the visa from other cities.
There are virtually no waiting times or queues in Calgary and Halifix and it will be so much easier for everyone if they allow people to go to any consulate - but Americans being what they are, they don't let you do that.
I would suggest that if you are so adamant to know why some people are getting visas in other cities, simply call them and ask.
There is a 900 number listed on their website - they charge $2.25 per minute - call them and ask.
I have a feeling that they will tell you what they told me - that you must apply in your own city.
They said that if you book an appointment in another city, the website will let you do that.
The website does not validate your address etc.
She also said that the website will charge you the booking fees, but when you go to the consulate, they will simply send you back and tell you to apply in your own city.
If you wish to go against what they are saying on the website, and what they are saying on the phone, then go ahead and apply.
Maybe you will get lucky - who knows

I went last friday to Ottawa for a US VISIT VISA and i LIVE IN TORONTO, STUDY IN TORONTO, and WORK IN TORONTO.
They never once asked me why i came to ottawa, let alone ask me to go back to toronto.
and im glad to say that they gave me the visa.
AND two of my friends (god bless them) went to Toronto office and got rejected, one of them is my classmate and was my classmate in india, and we both prepared our applications together.
I dont understand why you think too much, just goto ottawa and apply.
In my case i gave my friend my passport and cash, he applied for me, i just took my transcript, one paystub, and ds156,ds157 with me , and yes my passport.
the visa officer asked me
1.why are u going - to visit friend in holidays
2.what is your friend doing - Masters
3.what exactly, program/semester? - i dont know
4.How are you going?- Air Canada
after which the officer asked me to come back at 3pm
is that sufficient information or do you need more details about ottawa application procedures and regulations

Sukh u said it, im lucky, i went by bus without return ticket and they dint stop me at buffalo, they even changed my visa to multiple entry, they had given me single entry visa at the consulate!

What really happens is the for any visa OTHER than a B1/B2 it is strongly recommended that one applies in their own consular district(eg. visas like H-1B, F-1 etc.) Consulates like Halifax will not entertain visa requests for H-1B etc from people coming from outside of this consular district. However they (meaning most consulates) are sometimes more flexible on B1/B2s. In any case, it is true that you should apply in your own district as far as possible because anything else is discouraged..
