I am doing a Master's degree in Public Policy (Environmental and Natural Resource Policy Emphasis) in a US university. I also did my BS in Management with an Information Systems Emphasis from the same institute. I am 30 years old.
I have total five years of work experience as an Information Systems Specialist
(on-campus job). Out of those five years, only one year is full-time (after my undergraduate degree) and rests of 4 years are part-time.
My wife has a Bachelor’s degree in Accounting from Thailand (4 years degree, 120 credit hours). She is from Thailand. We are expecting our first baby in six months.
We are thinking about moving to Montreal when I finish my master's degree (in August or December 2005). I am thinking about attending the University of Montreal to learn French. I already know a little bit of French as I have taken some courses back home and some in my university in the US. Once we get there in Montreal (in student visa), I am thinking about applying for a Quebec PR.
What do you guys think about our chances of getting PR in Quebec? What about part-time job in cash while in a studnet visa (you understand what I mean)? Please give me and my wife a good advice. We are seriously thinking about moving to Canada. I have been in the US for about 7 years now and my wife has been here for about 4 years now.

As long as I know it will be easy to apply for Quebec PR as you need less points to qualify..
Can you tell me why you want to move montreal....?? You don't need to be familier with french language if you go to some other provice like Ontario ..And I think you will be qualified to Ontario PR ...

I do not have any particular reason to go to Montreal. I just wanted to make sure that I get a PR without any problem. I thought learning French and being in Montreal will increase that chances significantly. If I have a choice, I would like to live in Vancouver rest of my life (never been there, but have heard a lot of good things about it and have seen a lot of good pictures of that place).
Is Ontario PR different than Canadian PR (the regular one)? Do you really think I will be qualified for Canadian PR, not the Quebec one?

The province of Quebec has a different immigration system than the rest of Canada.
If you wish to live in Vancouver, you should apply under the Federal Skilled Category - that is your best chance.
Even if you do qualify under Quebec's criteria, it won't help you much because you want to live in Vancouver.
You cannot get immigration via Quebec and then land in Vancouver - you will have to spend some time in Quebec first.
The other thing is that to get points for French, you need to write the TEF exam, which is not easy at all.
Taking a few courses in French language probably won't give you the required knowledge to succeed in the test.
Quebec immigration is great for those who either have family there, or are from a French heritage, or have good jobs offers there.
For other people, the Federal system gives more flexibility because you can land anywhere in Canada and settle anywhere.
This is my opinion, of course.

Thanks for replying my post. I like your suggestion of applying under the Federal Skilled Category, not the Quebec one.
Even though I like the idea, but I am not sure if I will be qualified under the Fed Skilled Category because of my work experience.
I have mentioned in detail about my education and work experience at the beginning of this post. Would you please look at that and let me know if I have a chance. Should I apply from the US right now or go to Canada (Vancouver) in student visa and apply from there?
You might say I am not a lawyer and I cannot give you an advise in this issue. I would like to let you know that I am not going to blame you for anything that goes wrong in the future because of your advise. I just want your opinion on my chances of getting a PR.

How many points are you short?
Yes, if you move to Canada on a student visa, you will get additional points after you have spent the required amount of time there.
But you must decide what is the right thing for you at this time from a long-term perspective - would moving for studies to Canada help your career?
Where do you stand the best chances of progress in your field - in Canada or the US?
Give these things a long thought and don't jump into decisions.
The immigration process is anyway a long one and after a certain point you may feel that you made the wrong choice and you don't want to go through with it.
As a result, you would have wasted time and money.
So think very carefully - don't just move to Canada simply to gain a few extra points.
