My brother has put the file for immigration to canada on 2002 from CHC new delhi and till date he is waiting for further progress. Can i try for his visitor visa with his family just to see and visit the canada ?

I want to suggest one thing that there should be another category on VISITOR VISA. Because i myself asked 3-4 questions on visitor visa on diffrent issue so if someone want to refer this topic can get very easily. I can see the category but it all mixes so we should have one category called VISITOR VISA.

very difficult to get a visa if your immigration is in process.
However if you are willing to risk the visafees you can take the risk.
Even if visa is refused it will not have any adverse effect on the
application.
One more technique that may work is that your brother can apply
visa along his wife and leaving children behind, this may convince the authorities that your brother and bhabi will come back to india.
To make the case more strong, you can arrange a special occasion party
eg anniversary/ birthday/ house warming/ havan etc and send your brother a formal invitation to attend the occassion.With printed card
and supportings.
This may help in convincing the visa officer about the cause of visit
of your brother.
My personnel oppinion is that even if you do all this, the chances of getting visa are very bleak.
