I am in Winnipeg, Manitoba. Any particular reason you are intending your brother to immigrate to MB? Are you looking for provincial nominee or federal immigration? Let me know what kind of information you are looking for. I came to MB but I applied through federal immigration, hence dont know any specifics about provincial immigration. Weather in MB is very severe - we have had several continous days with -40 to -48C windchill. At temperatures below -40C, exposed skin can freeze in a matter of minutes, so going about your daily activites becomes that much more difficult. Dont go by the temperature alone, check out the windchill - because of the prairie/ flat lands, there is nothing to block the winds and the wind blows pretty fiercely; so windchill becomes more extreme than the temperature suggests.

Weather apart, cost of living is much lower than in ON (from what I have read). People are very friendly, we have made friends with our neighbors and they have all said Welcome to MB. Health Insurance is available from Day1 and doesnt cost anything. Winnipeg city is small so commuting is not really a hassle (except on bad weather days) - as an example we are in Winnipeg at one extreme outskirt of the city, yet to go to the city centre is just a 20 min drive in summer. Car insurance is also lower if someone has a good driving record in the US/ Canada.
