Did I imply that??? I don't think I implied that rape of a woman wearing a low cut tight fitting blouse is justifiable. All I said was that reasons could be different - one of them could be something like exploring something that exists but cannot be seen to one that relates to feeling (and fondling) what can be seen:D

But going back to the main question - though it is not a part of culture, the cause itself could give rise to increased frequency! Just like there are not many scientists in this world who explore for new inventions and get immense pleasure out of that, but there are innumerous people who are ready to experiment with a new invention once they can see it!!!!!!!!!!!

:). The 'reasons' can be tempting indeed :D ..however people for across any culture for the most part know how to control those desires.

Hey...goats and horses have always been available...we do not see people lining up behind them :D . (another moron or a philosopher?):p

If you are so inclined...any 'reason/cause' is good enough. Its probably a mix of nature and nurture.

Does anyone remember the case in Delhi where a Swiss diplomat was raped in moving van? Media reports say the guy raped the woman and them gave her a lecture on how Indian culture is superior to western culture! The way i look at it, Indian culture at that moment was the most brutual and horrific culture for that lady. Imagine being raped and then having to listen to the rapist say his culture is superior. Well, if your culture is so superior then what the hell are you doing raping women? or did that guy feel he could do that because she was a western woman and wouldn't mind it?

yeah ,
crime graph here in delhi is really increasing . hardly there is a day when we not see a rape case or murder news in newspaper.considering delhi's every increasing population police force is not adequate and a significant part of force is busy in serving VVIP'S.
Delhi' population is around 1.40 crores almost 50% of entire canada . crimes may be less in canada . but when as a whole we compare the crime scene in delhi to any city in canada it may be misleading as the sample size is much different.
Normally things are not as bad as it appears.
