I do agree that Credit Card may not possible to issue in India because of the mandatory Credit History requirement for the unsecured card in Canada
If a 15k or 20 k canadian dollar reachs without much headache then that is a best option to utilize

No...you can have zero balance. However, that does not solve the purpose of opening the account in first place.
While immigrating, there are 2 issues:
1. Mandatory amount required by the immigration at entry point - you need to show that amount - there is no relaxation.
2. The actual amount you will need to survive - thats subjective to each persons taste and has been discussed ample times in CD before.
