we r PR card holder since one year and staying in dubai my son would like to get admmission for engineering in canada by 2007 do we have to pay fees as a international student

A PR cardholder does NOT have to pay the International student fees. They are considered as residents.
In Ontario, the entire application process is on-line. All grade 12 students are given a login id. The schools uploads the grades into your account. In your sons case, since his grade 12 will be done outside of Ontario, there may a different procedure for applying for admission. Students usually start applying as early as Nov. You should inquire around reg. the procedure to be followed and get a headstart on that.

2. He is doing his grade 12 from outside of Canada

thank u for quick response my son is doing 12 this year cbse march 2007 he will be finishing final exam so we r planning to send him first then family to follow he is good student and like to get admission in university of toronto for electrical engineeing kindly guide us furthur he has finish tofel with good score.

"Good Student" - is a very relative terms. What exactly do you mean by that in this context. Good at studies, good as an individual ???
Since you've indicated your preference is Electrical Engg. at UofT, check the UofT's Engg. faculty website for details -->

Also check the OUAC website, I gave in my previous message. You'll also find that link within the UofT's website.
as regards TOEFL - there's some info on UofT's website. The requirment is -
"Four years or more of full-time study achieving satisfactory academic progress. You are not required to provide proof of English facility. "
If they do not accept this, then there are other Tests/Qualifications and Scores that are Acceptable Proof of English Facility. Again the website has all the details.
On a side note: any particular reason why you chose Electrical and not any other stream. I'm sure you/your son must have done some research before deciding
