Special privilege for Canadian PRs:
Canadian citizens and Canadian Landed Immigrants from certain countries including India, do not need a passport visa for most work permits. (A passport visa is a stamp from the U.S. Consulate.) These employees will still need the appropriate work permit on form I-94.

Does this mean canadian PRs can get H1B on I-94? I don't understand...What does it imply?
This is no longer applicable after 2003. The website has old information. Prior to 2003, most commonwealth country citizens (including India, Pakistan, Sri Lanka, Bangladesh) with a Canadian PR were not required to have a visa for visiting USA. These rules were changed in 2003.
Now, you do need to get stamping done at any US consulate in Canada to work in USA if you are a Canadian PR.
Just take your L1 or H1B approval to the airport and get your work permit.
