not dumb; the landing paper helps identify whether the person came as immigrant or refugee. Indian citizens who sought refuge in Canada & obtained Canadian citizenship are not entitled for OCI.

yup - majority during the period of unrest in couple of states in late 70's & 80's
Well I found out - it costs $ 30 to get certified landing paper. You can request by filling up a form.

Do i HAVE to fill up the part A of the OCI application online and the part B in person at the Indian embassy?
Can i print both the parts A & B, fill in both by hand and submit it together at the embassy? Can this be done?
Also the $421 each that we have to pay. In my case we are 4 adult applicants. Do we need 4 separate certified cheque's for 4 people or 1 cheque of $1684 is acceptable for all 4 family members as we all would be going to the embassy together.

You can fill Part A online (and submit printout of it) and Part B by hand or you can fill both by hand. If you are submitting in person, make sure you reach early. The consultate is only accepting 45 applications per day by hand. http://www.cgitoronto.ca/
If you are submitting by registered/express post, you need to submit all the original documents with prepaid return envelope for registered/express post. They return in couple of days with receipt for fees. The actual card takes 2-4 months.
Regarding fees, best option would be to send separate demand drafts though it might be a bit more expensive. You can call consultate and ask if they will accept one draft for 4 members of a family.
