The reason for denial is because your sister is single and unmarried and that reason is itself identifies her as a potential immigrant. Being a doctor or publishing books is not relevant at all.Your idea for her to come to canada may be genuine but as soon as she lands here your intentions may change, this is what the visa office sensed and also she already has two prior rejections which shows she is desperate applicant.

I agree with ad1760. I never had a problem when I invited my relative at the time of my son's birth. I had given the same reason in the visa application and my invitation letter. The problem (as per the visa officer) is that your sister is single and hence a potential immigrant.
Going to MP is a waste of time and going to the lawyer is a waste of time and money.
I will repeat, Country Visa is a lottery. If you are desperate keep trying and if not than relax and listen to all the different formula for YES

What charlie, shimla have done are based on a case to case scenario, and is completely irelevant to the visa officer. Your sister is single and unmarried. period. She should try again after she has settled down, that doesnt mean the two prior rejections will be overlooked. she will have a better chance then.
I applied for my sister's visit visa to Canada (Toronto). My wife is expecting a 4th baby and it was her 4th C-section. The gynocologist made a v strong letter. My husband's job is also very secure IN RBC. We also put insure for my sister. We showed a v strong bank balance here in Canada. My sister is unmarried, 47 years of age , runs a herbal clinic and she also showed a good bank balance.
But the immigration people returned her passport within a week of applying and rejected her case.The reason they gave is :
we r not sure when u would return back to your home country.
Your family ties are not strong in pakistan and canada.
we r not satisfied with your financial statement.
Do u think its any use to meet local MP though my wife desperately needs her as she is very week b/c of the 3 c-sections and its her 4th one ?
