If you hold an Indian passport and are traveling abroad, you need not fear of being held up by Customs for not having this stamp on your passport.

This is a very good step. I remember this as I had it before coming to Canada and I had to visit twice to my backhome passport office in a queue for 4-5 hrs twice, I had to hand over some money to babus to get rid of this.
