Thanks for the correction. Although the TOEFL-IBT score required by UOT is 100. Do they consider in case somebody has 99 in TOEFL-IBT ???

Yes, they consider. Utoronto Website says \" Internet-based Test:

Minimum Requirement : total score of 100 + 22 on Writing section

Discretionary Range: total score 89-99 +19 - 21 on Writing section"

Please go through websites of Uwaterloo, UBC, McMaster. They extend financial assistance/scolarships to International students also.

He may explore the possibilty of saving some money by staying off the campus and working.

If he joins Uwaterloo, he can earn some money and support his studies through Co-op. Students work in the industry for four months after every four months of study in the university.

Utoronto offers very flexible courses for Computer & Electrical Engineering. In third year, students can opt either Computer Engineering or Electrical Engineering with several course options.

Below is ranking of universities for Engineering, to my understanding":

1. Utoronto
2. McGill
3. UBC
4. Uwaterloo
5. McMaster

DD, if that is your budget, then you can do the following:
a.) Enroll in any university in the province of Saskatchewan (http://www.usask.ca). The fees are reasonable and there are no differences in fees that are charged for International students and Citizens.
b.) Complete the degree and get sufficient work experience during Bachelors (e.g., Internships etc.,)
c.) Apply for PR and then move to other provinces (like BC or Ontario) for Masters.
