We had a similar lay over in 1999 for 8 hrs at Heathrow, we were not even PR's (Canadian) at that time. We approached the immigration officer and explained him the lay over, plus showed the ticket for the transit flight, I don't know we were lucky or what but the lady officer gave us a 24 hrs Visa and we went out of airport. We were a couple with no kids at that time. Every one who hears this gets surprised but I believe the truth showed on our faces.
Just be confidence, your wife is a Canadian you are a PR, approach the officer and tell him you want to meet your brother in the lay over, can't gurantee but chances are you'll get the visa stamp to go out.

I had similar experience in late 90's when travelling from middle east to USA on pleaseure trip and having transit in Gatwick. Since I was not PR at that time and with discounted fare I have to take the next flight from Heathrow airport. To the immigration officer surprise that since I dont have UK visit visa and my flight to USA is from another airport he think a while and then told me that he is giving me 24 hrs visa (without any charge) so that I can catch my flight. He also advised me to get proper visa next time if change of airport needed.

I'm back to Canada after a good trip to India via London. I stopped in London while going as well as coming and on both the occassions I got 24 hrs. visa in Transit. The first time the emigration lady however did ask me to apply for Visa in advance (as I would need one to transit being an Indian citizen) but she issued one. While coming back again they issued me the visa. So overall it was very smooth and great!

Thanks Kisi---thanks for all this info. As per your info,you mean that a canadian PR with Indian passport can get a 24hrs VISA in transit at the heathrow airport ? Can you please PM me your phone number. i wud like to take your advice on a similar issue. Do we have any sight seeing trips from heathrow for 8 hrs halt. We r reaching at 6am and the connecting flight is at 3pm. In case we apply in advance for a visa--do we need to apply for tranist visa or visitor visa ? Thanks and regards
