YES, You should inform the Federal Government and the Provincial Counterpart also, about the change of status and also apply for her PR as an dependent, so that she can accompany him to Canada together with him.

If for instance you were selected by Quebec as their Nominee then they require to score more points in their selection process. Here is an example:
