Please need advice and guidance related to the case, wherein the application was submitted in July 2004 and received the letter from CIC New Delhi in August 2008 requesting to update the information within 90 days.
Case scenario is that the passport of one of the dependant child aged now 19 years a full time student was about to expire in September 2008, when we approached the Reg. Passport Ofice Hyderabd for renewal they said to submit it only when the passport expires, so submitted the pasport in September 2008, till date no update so submitted an application to RPO Hyd, requesting for early dispatch, they took a copy of the CIC letter and said will dispatch.
So my question is that can the principal applicant submit the new details (like updated eductional certificates as well change of address etc, police clearance certificate) but the only thing which won't be there will be the updated passport copy of the dependant child.
Is there a way wherein can inform the CIC,New Delhi of the delay in receiving the passport of the dependant child.
What would be best.
Option 1. Send all updated details of self and spouse and dependants + a letter stating about the delay of the dependant childs passport and attach a copy of the status.
Option 2. Send a letter mentioning that there will be a delay in sending the documents as due to the delay in passport receival from RPO hyderabad.
Need advice as this is very urgent, appreciate all desis feedback.

I am lost by the abstract dates that you are providing us here with. According to your statement, your 90 (Ninety) days are over. And if they are over, why come here and ask us? My question is: Actually are your ninety days are up now?
Did you submit the rest of the documents that they requested, at the least for the other people and your self? If not why not?
All you have to do is submit all of the documents and wait. If they were expiring, then hell with it. At least they expired while they were with the Canadian Immigration Center, there in India. Renew them after you receive the documents.
All you would have to do is provide them with a copy of the child's Passport highlighting the date of expiry and a statement attached to the photocopy saying that a renewal application has been made for that individual and when it arrives it will be mailed to them, with the updates.
Since it is too late now, you can try the OPTION 2. Now you are the mercy of the Officer who is in charge of the files, since you may be considered as having abandoned your application, for not submitting the documents requested before the time expiry.

So received the letter from CIC Sept, 30 2008 and to reply to them by 90 days with all the info.
Applied for the PCC for Principal Appl and Dependant the only one remaining as the Passport was to be renewed and also PCC for that dependant.
Sept, 30 2008 and 90 days will be Dec 29, 2008
Need advise in this scenario

You should send all of the documents to the CIC in Delhi for 'the whole family', as soon as you can. If any papers such as PCC are pending and you are to wait for them, then inform them about it. You should approach the Superintendent of Police and make a request to him and see if he can speed the things up for you and the family. It should not take a long time. Find out the time line from them.
The mail system slows down due to high volume, after the 15th December. So, use the courier system after that, which has one day delivery. Also make sure that it gets there on a working day. For that, see the holiday schedules that they have posted there at the CIC website in India.
You know the date that you sent the Passport for renewal. It generally takes anywhere from thirty days and up. See if it will return back in time.
If you have a copy of the Passport, which you should by rights, take another copy and high light the date of expiry and together with a letter inform them that the application has been made for the renewal and will send the same to them, as per their request, as soon as it arrives. Also courier the same to them with your file number. Attach a covering letter and a copy of their request to it.
You are well within the due date, which is the 29th of December, and see if all of the things will fall in place and between the 15th and 19th of December 2008. After that do not wait too long. It is a judgment call that you will have to make if it is to exceed those, and play it safely.
