Yes, they advise to do in their home country. But that can be risky. US consulate can reject H1 at home county easily as they know you can live there. But they can not reject easily in Canada as you are not resident or citizen here. I lived in US for 7 yrs so I know lot of people who come here to do h1 stamping. Last person I know came 7 months back for stamping.

If anything change in last few months I don’t know.

As long as one files a clean and clear application for H1 visa, US consulates in Canada seem to be ok with applicants living in the US on H1 to come over for visa stamping. And there are numerous individuals who succesfully obtain visa. I am only refering to H1 holders living in the US who are going to Canada for stamping.

Having said that, US consulates don't use one's ability to live in Canada or elsewhere as a basis for visa approval/rejection. If the applicant cannot satisfy the consular officer, then they reject the visa. It is the applicant's sole problem to figure out what to do next. I know of at least 2 individuals whose visa was rejected and therefore could not re-enter US and had to depart Canada to their home country. Those two were not Cdn PRs either.

Visitors to Canada (i.e., one with visitor visa) will find it almost impossible to obtain a US visitor visa from a consulate in Canada. There is a high risk of rejection.
