Finding a job without PR card is pretty tough....
With so many local resources in market these days, consulting companies are cherry picking....
Only if you are working on some new cutting edge technology they might sponsor your work visa...
Ask him to look at Provincial immigration program and see if he can qualify for that...

1. Job is there at the time of applying the Work Permit. After getting the work permit the company will not be able to offer him job any more. The solution is given on the basis of what is currently happening .... The company that brought him on work permit is not having the job. But it will try to place the person with some other company (Like H-1 in USA). Many people are working Toronto like this ( ie running payroll in one company and actually working in other company)
