I need to send some money from toronto to LA(USA) ( around 4000USD)

western union is costly 130$ charge...

any other ways to send money ? i dont have any US bank account.

You can send wire, will cost about CAD 30 but you will need their account details. Also they will get charged around $15 US for incoming money transfer. Other options are bank draft, money order from post office, XE.com, Paypal. If you have ICICI bank account, you can contact them.

Bank draft, money order has to be from post office ?
Can i send them from bank ?

You can get bank draft made from any bank. Preferably send it by registered post or something with tracking.
