Also often they will do small talk with you just to check if you understand English/French when you go to write your exam.

I second. The guy at the desk makes sure that you can understand and talk English. If not you get to meet the judge. No test that day.

Yes I agree she needs to learn at least basic conversational English to appear for the interview. I will recommend her to join English classes and also try the translation.com for some complex sentences.

BTW, if she pass the test and become citizen then no more free English classes for her.

Citizens are not eligible for free English classes.

why do not they offer free english / french classes to citizens. and where is this rule written?

Just in case if applicant is Senior Citizen

The Citizenship Act provides for exceptions in some of the requirements for citizenship. For example, people aged 55 or older do not have to meet the language and knowledge requirements, and do not have to write the citizenship test.

and

All citizenship applicants should try to meet the language and knowledge requirements. Citizenship classes may be available in your community.

In Montreal i have not heard of free English classes but there are free French classes for new immigrants (free up to 5 yrs from the date of landing. After that if anyone wants to continue then they have to pay a moderate fee)
