As advised, i sent an email to the Indian consulate general. The CGI assured me that if i have the OCI card and the Cancelled stamp, no further action is required from my part.
Moral of the story: The VFS call centre staff are not always well informed. Do call/email the Consulate to get the correct picture.

AFTERMATH...Inspite of the email assurance by CGI, Toronto yesterday. The VFS help desk sent me a fresh mail TODAY as below:

Thank you for responding.
We would like to inform that you do not require to pay the penalty of CAD $240. However, you are require to pay CAD $41.75, which includes CAD $20 as surrender fees and CAD $21.75 as VFS service charges.
Kindly let us know in case we can be of further assistance.
