Yes, you are right, I did ask the VFS officer about this and he said yes, it is possible to apply for OCI at the same time when you pick up your surrender certi. I will let you know how it goes in the future..
All document pickup from vfs is in the evening and all document submissions is in the morning..
So it is not possible to submit OCI and pickup surrender cert on the same day.
OCI application needs surrender cert so your application will not be accepted..
OCI needs all kinds of originals as proofs.. make sure u call the call center to get a list before you go to the VFS, many people go vfs 2 to 3 times before their application is accepted.

I do have some pleasant experiences at VFS. Upon polite request, the OCI staff did accept my application in the afternoon. On another occasion a young gujarati lady cooperated with me when I went to pick up the OCI. You are required to get the print out about the arrival of the OCI and the original receipt of submission. I went without the arrival notice, the staff went to the computer inside and printed it for me and attached it to my file on my behalf.
So your experience may vary, but requesting does not harm. Try to go just before lunch break - the lines are almost ending and if you let them know that the Surrender certificate is already in their office pending pickup - they might actually pull it out for you.
