Then use the PPTC 132 form - I had used this when I had applied for the first time.

Also, the person (guarantor) has to be Canadian (does not say that he has to be a new or old citizen).

New citizens are fine. Your guarantor does not have to be a citizen for five years. You only need a citizen who has passport valid for five years.

Eligible guarantors

Your guarantor must:

Hold a five-year Canadian passport that is valid or has been expired for no more than one year, on the day you submit your application;
Have known you (the applicant) personally for at least two (2) years.
In the case of a child, the guarantor must have known you (the parent or legal guardian who is applying on behalf of the child) personally for at least two (2) years and must have knowledge of the child;
Be a Canadian citizen 18 years of age or older;
Have been 16 years of age or older when he or she applied for his or her own passport;
Provide the requested information contained in his or her passport;
Be accessible to Passport Canada for verification;
Live in Canada, in the United States or in any of the other areas where submission of the "in Canada and in the USA" application form is authorized (Bermuda, American Samoa, Guam, the Marshall Islands, the Midway Islands, the Northern Mariana Islands, Puerto Rico, Saint-Pierre et Miquelon and the US Virgin Islands). It is not necessary that the guarantor reside in the same country as the applicant.

Last doubt.."Be accessible to Passport Canada for verification" means will they call to office?

I Need to attach all original documents?like citizenship certificate drivers license etc?

Yes, if the official has questions, they will try to reach the guarantor by phone. I was called once and asked about 15 questions about applicant. The applicant applied for a replacement passport as his original passport was lost.
