From your CV, I see, that you have done most of your education in English. You are now here in Canada doing your Doctorate and are currently doing your papers and publishings in English and completing the same. The Essays and Thesis that you are publishing are an honour and testament to the level of achievement you have made in your studies here and if you ask me, in my opinion you do not have to pursue IELTS or any language course to prove your language proficiency. Your Doctorate Certificate, when submitted, will be proof enough to provide you with the highest ranking and scores that go with it.

If you do not have required and valid IELTS as per your skill level, your PR application will be returned/refused. Unfortunately, there is no compromise .... no matter how long you stayed in Canada or you have obtained Masters degree/Ph.d in English.

I have cleared with CIC, they said that in order to get accepted or initial procedure, any one applying for PR under such category (CEC), must meet the required English level.
They also added that a Canadian Experience Class, like postdocs are covered in 4011 category, previously there was a different category but they merged two category of postdocs and professor of lecturer.
So doubt about Category and skill level is now much more clear.
This is for those who wants to apply in such category now or in future.
CEC for Postdocs
SKill level = A
NOC= 4011
IELTS=CLB 7 bands

Here is my take... : You get into a University for studies with an IELTS/GRE etc., and complete 2 Years of Masters, Then two/three years for Doctorate and apply for a PR, you have to go back to a level 10 + 2 to get an English language credit.
It is preposterous.
If that is the requirement, then you have to bend down, or is it bow down....
Can you submit the Old IELTS that is 5 years old??!!

please help me regarding 4011.. i am teaching as assistant professor of pharmacology in a college approved under university... so which category i fall under?
i mean consultants here are telling me that if my college is approved by university then i fall under 4011..
i am really confused... please help me out regarding this
