when applying to Canadian firms, donot list the breaks that you took. No one will find out. Canadians generally (atleast for the positions that you may apply for) donot call outside of Canada for references. They also donot believe letter head letters as it can be easily forged. This is thanks to their previous bad experiences with immigrants (not necessarily desi's).
Your resume must be very pleasing to the recruiters / employers.

I would suggest the following :
Since this is december (almost), there will be no hiring for another 45 days. Every one will be in christmas mode.
Try to connect with Costi or Career bridge or skills for change or other professional people who will give you a month or weeks workshop on how to write your resume and how to tap into the Canadian work force. Being in IT seems easy, but then where are the jobs? Blackberry has almost closed and hence there are lot of people looking for work. Unless your hubby can find you a job in Indian companies in the GTA, it is impossible.
M. Eng. seems not a good option as you have just 6 years of work experience, which is trivial in Canada. However, I would advise you to upgrade your current skills in colleges such as Sheridan, Centenial etc...
I would also recommend you to network with Non IT based people on CD such as Dimple 2001 who know the current trend.

WHy I say that M Eng is not good is because it is a very costly course. After completing it, you still are a desi. Interviewers prefer to give job oppertunities to Gora's. Also you compete with a lot of Sri Lankan's who have done schooling here and do degree's here.
There is not much oppertunities for M Eng Candidates of Desi Origin. Our race plays a big spoil sport here in Canada. Agreed that there are exceptions but still majority will be negetive. I also agree that you will get some good networking but still it does not seem very workable.
Even after this, if you want to venture into M Eng., I would suggest the following :
1. How long is the M Eng course (Duration). What will be the class timings? who will care for the child? Can you afford it
2. Speak to some M Eng people regarding oppertunities. You can also speak to professors?
3. Research if it has job prospects. CUrrently I am reading that Alberta is in the midst of another oil boom and lots of jobs are there. (Source - Redflagdeals off topic forum).
Other -
Have you researched if Soild works has good job oppertunities?
Also another possibility is to join in your dream company in Canada as a labourer and then find contacts once you are in the company. I know a fellow who joined in GSK as a labourer and then found contacts and is not a chemist there. Networking is essential.
Also you can meet your local MP / MPP (Member of Parliment and Member of Provincial Parliment) and ask about what facilities that they will give to new immigrants for settling down.

where they will give you resume writing / networking / volunteer jobs?
Unfortunately they are full time courses (may be with child minding) running for a week or a month. You will be definitely benefitted.

IT is a booming industry. It is even possible to find a job which requires almost no time in the office - working from home is an option. There are few jobs like that but they exist.
