Hi All
Can a person apply under FSW category if they hold diploma (10+3)
NOC Category - 2131 Civil engineers
Person is Diploma Civil Engineer (currently as Project Manager in Civil Engineering with 10 yrs of experience).
We calculated points based on CIC website calculator and they are eligible as per all 6 factors.
But one of my friend told me that they wont be eligible as Civil engineer and that person does not have "Bachelor Degree" and just has a "diploma" which is considered as Technician level in Canada.
If anyone can guide me it would be greatly appreciated.

LOOK for an OPENING in NOC 2234. They will let you get in with your experience.
BUT, there is always a butt... you must have the Language Skills FIRST and FOREMOST. It is for you to check this above NOC number against your experience and see if you have all of what they are asking for.

So reading on CIC website for NOC 2234 it says that 3 year college program is required..But the duties relating to that NOC does not apply for him as he is Civil Engineer and all the duties relating to NOC 2131 applies to him but problem is he is diploma in civil engineering and his bachelor degree will be done in June 2014 and he ll get all final marksheet and all in oct 2014.
However in NOC 2131 it says bachelor degree is required.
I consulted 3 immigration consultant - one of them says its not possible and other 2 said we can still get him qualified for FSW for NOC 2131 ...
Hmm not sure whom to believe. Unfortunately i cannot get answer from CIC call center as well.

He will need a minimum of ONE YEARS EXPERIENCE AT A SKILL LEVEL 'O', 'A' or 'B' which takes time to acquire 'After the degree'. Normally you work your way up the ladder and reach that position after six or seven years. So, how can a consultant say things like that to a prospective immigrant.?
They, the consultants, will tell you a few things, that will get you on their hook. After you get a rejection letter from CIC.,, they will get into the wood works and you will be down in your bank balance by a sum of few lakhs of rupees. It will be an experience that you don't want to tell anyone about. You came to the right place and a few of us will tell you the facts as it stands in the selection system here.
It is good to know where you stand. Also you will need IELTS before you apply. So, keep that in mind also.
You have enough information on NOC 2131 and also on NOC 2234. The first one is for a degree holder. (You acquire that here in an UNIVERSITY.) The Diploma which you get there in THREE years is obtained here in a COLLEGE. It is like a VOCATIONAL SCHOOL or a Polytechnic. A few of these colleges are slowly branching out now into DEGREE courses too.

So the best way is to somehow see if he can apply under NOC 2234 and if he is eligible.
He already gave iELTS and have scored 7.5 overall
If he need to apply for NOC 2131 then he will have to wait 2 more years (6 months for his final marksheet and then 1 year for his experience)
Thanks again i will have him give it a thought to this process again and consult few more professionals to check out the way
